這封信已由烏克蘭駐美大使斯特凡尼希娜（Olha Stefanishyna）分送白宮、美國眾議院議長強森（Mike Johnson）及其他國會議員。信中強調，透過《優先烏克蘭需求清單》（PURL）計畫取得的武器交付速度，已無法跟上當前威脅程度。澤倫斯基請求美國協助保護烏克蘭領空，並特別呼籲提供更多愛國者PAC-3型飛彈及其他防空系統，以阻擋俄羅斯彈道飛彈的攻擊。
