《半島電視》（Al Jazeera）報導，伊朗外交部表示，烏克蘭領導層已承認此次攻擊，反映基輔對伊朗持續採取「不理性且敵對的態度」，並警告伊朗將捍衛國家利益。外交部強調，此舉違反《聯合國憲章》第2條第4款，可能進一步擴大俄烏戰爭。
伊朗外長阿拉格齊（Abbas Araghchi）也與歐盟外交與安全政策高級代表卡拉斯（Kaja Kallas）通話，強烈譴責烏克蘭對裏海船隻的軍事攻擊，並呼籲聯合國安理會、歐盟及國際社會採取堅定回應，追究肇事者與支持者的責任。

烏克蘭總統澤倫斯基（Volodymyr Zelensky）稍早在個人社群發文宣稱，烏克蘭在裏海的遠程打擊取得「非常強勁的成果」，擊中「涉及伊朗軍事物資運輸的船隻，以及一艘軍艦」，但他並未點名伊朗所指的這艘商船。

事件發生之際，伊朗正同時面對美國在南部海域的封鎖，北部沿岸再遭攻擊，進一步增加其海上貿易壓力。伊朗外交部重申，德黑蘭從未介入俄烏衝突。
