烏克蘭總統澤倫斯基（Volodymyr Zelensky）表示，他已準備好與俄羅斯總統普丁（Vladimir Putin）在土耳其會面，並希望土耳其總統艾爾段（Recep Tayyip Erdoğan）能協助安排此次會談。

《基輔郵報》（The Kyiv Post）報導，澤倫斯基在接受《土耳其CNN》（CNN Türk）專訪時指出，總統級的直接談判是必要的，因為此前雙方代表團與技術工作小組的接觸未能結束俄羅斯對烏克蘭的戰爭，「我們已準備好在土耳其進行這場會面。我知道艾爾段總統與普丁有自己的聯繫。這正是我們支持在土耳其舉行會面的原因」。澤倫斯基認為，面對面會談有助解決兩國代表團與技術小組談判中仍未解決的問題，「這正是我想與他會面的原因，因為我們是可以做出決定的人」。
澤倫斯基指出，前線停火以及監督任何協議遵守情況的機制，應成為潛在會談的主要議題之一。兩國領導人還應討論安全保證、烏克蘭重建以及被佔領領土的地位。然而，他明確排除接受普丁要求烏克蘭交出頓巴斯（Donbas）或承認克里米亞（Crimea）為俄羅斯領土的可能性，稱這類讓步將違反烏克蘭《憲法》。

It’s symbolic that our meeting is taking place on International Black Sea Day, and a significant part of our discussion focused on issues concerning the Black Sea. President Erdoğan and I discussed some new ideas and proposals that can help. This includes food security, and today President Erdoğan and I agreed to work on a Black Sea grain corridor – to ensure that the corridor exists and operates effectively. We are preparing new joint industrial and other economic projects. The Free Trade Agreement between our countries has entered into force, opening up new opportunities for Ukrainian and Turkish businesses. We have significant potential in energy and infrastructure, which we also discussed. We met with representatives of Turkish energy companies, and we expect supplies of generators and other energy equipment to increase as early as next week. 澤倫斯基也談到12月在邁阿密舉行的G20峰會，表示烏克蘭尚未收到華盛頓的正式邀請。他說，已有跡象顯示美國總統川普（Donald Trump）可能邀請烏克蘭出席，或許會一併提出結束戰爭的倡議，「討論涉及川普總統可能邀請我們參加G20峰會，並或許提出旨在結束戰爭的倡議。當然，如果川普發出正式邀請，我們將歡迎」。
美國9月已邀請普丁出席峰會，引發俄美領導人可能會面的可能性，但克里姆林宮此前曾拒絕澤倫斯基提出在峰會場邊與普丁會面的建議。上周六（10月31日），美國國務卿盧比奧（Marco Rubio）表示，若澤倫斯基參與有助產生正面結果，華盛頓可能邀請他；川普周日（1日）也未排除此可能性。
澤倫斯基強調，任何結束戰爭的談判都必須包括烏克蘭，拒絕其他國家在沒有基輔參與的情況下決定烏克蘭未來，「這是不可能的。你不能在沒有烏克蘭的情況下決定烏克蘭的命運。那將是不公平的，也將毫無結果。在沒有該國本身在場的情況下談判一個國家的命運，是不合邏輯的」。他補充，過去其他領導人的類似嘗試均未能產生結果。
澤倫斯基還指出，儘管俄羅斯曾聲稱可在數天內征服烏克蘭，但未能達成其最初軍事目標，「例如，俄羅斯自認是大國，並聲稱將在3天內征服烏克蘭。我們現在已進入戰爭的第5年。5年來，俄羅斯始終無法征服烏克蘭」。他強調，任何第三國都無權在沒有烏克蘭直接參與的情況下，談判涉及烏克蘭主權的事務。
