當地時間上周五（23日），烏克蘭總統澤倫斯基（Volodymyr Zelenskyy）接受《美國廣播公司》（ABC News）專訪時，針對外界先前傳出烏克蘭已同意放棄約25%領土、以換取與俄羅斯停火的說法作出澄清。
澤倫斯基強調，基輔不會承認俄羅斯對佔領領土的控制，更不會為結束戰爭而主動從頓巴斯（Donbas）撤軍，使俄方控制範圍擴至25%。

綜合《ABC News》與烏克蘭新聞通訊社（RBC Ukraine）報導，澤倫斯基在專訪中指出，俄軍目前實際控制烏克蘭約19.3%的領土，而非25%，「他們並沒有佔領我們25%的領土。當有人談到25%，那意味著我們必須自己從整個頓巴斯撤出。那將意味著，是的，他們將控制25%。現在，他們控制19.3%。」當被問及是否願意以放棄25%領土的條件達成協議時，澤倫斯基明確拒絕，並表示烏克蘭準備盡快結束這場戰爭，「凍結在接觸線（戰線）上」（Freeze on the contact line），但不會接受將暫時佔領領土在法律上納入俄羅斯的提議。
專訪中，主持人詢問澤倫斯基若今天有機會是否願意達成和平協議，他回答：「是的，我會這麼做。」他重申：「我們準備盡快停止這場戰爭。」
澤倫斯基同時對美國近期援助不足表示遺憾。他指出，過去90天烏克蘭僅從戰略夥伴取得24枚愛國者（Patriot）防空攔截飛彈，遠低於需求；僅上周四（22日）晚間，基輔就遭到30枚彈道飛彈襲擊，而烏克蘭平均每月需要約350枚愛國者攔截飛彈。他相信自己並未感到被美國背叛，但「這就是我感覺到的，這不是對烏克蘭的支持。」
Three waves of ballistic missiles have been launched at Kyiv by Russian “humanitarians” since yesterday evening. They used 21 missiles. Unfortunately, numerous sites across the city have been hit and damaged: ordinary residential buildings, energy facilities, infrastructure at one of the railway stations and the metro, shopping malls, and businesses. Even a monastery is among the damaged sites. Our emergency services are working at all the affected locations. Twelve of our regions came under Russian attack overnight. In Kyiv and across the regions, 34 people were injured, including five children. As of now, two people have been confirmed killed. My condolences to their families and loved ones. Almost immediately after another round of talks, Russia launched a pointed attack. This means there has been no real change in its attitude toward everything that is happening. It is important to keep trying to find the right solutions to end this war. But when Russia responds to negotiations with ballistic missiles, real pressure on Russia is needed to bring about different steps – steps toward ending the killing. Stronger air defenses and the rapid delivery of missiles, the ability to destroy ballistic missile launchers, sanctions over the war – all of this must be in place. I am grateful to everyone who sees the situation for what it is and acknowledges the reality. The aggressor deserves to be treated accordingly. Ukraine deserves support. 對於與美國總統川普（Donald Trump）的關係，澤倫斯基表示不清楚是否出了問題，「因為與普丁（Vladimir Putin）做朋友是他的個人決定。」他認為川普與普丁「有相當不錯的關係。」澤倫斯基強調，烏克蘭目前不能有弱勢總統：「我必須堅強。烏克蘭現在不能有弱勢總統……如果烏克蘭想生存，需要強大軍隊、強大總統和強大人民……任何對我的壓力，我當然會回應。否則，他們（俄羅斯人）會吃掉我們。」他補充，自己對川普直接誠實，不玩遊戲，與普丁不同；「只是我有時不是非常有禮貌。」
美國國務卿盧比奧（Marco Rubio）先前表示，解決頓巴斯問題是結束俄烏戰爭的唯一關鍵，雙方都必須做出讓步。川普則希望戰爭接近尾聲，並曾考慮若未達成和平協議，對烏克蘭與俄羅斯雙方加徵關稅。澤倫斯基宣布，烏克蘭、美國與俄羅斯的三邊和平談判將於11月上半月舉行。
此外，澤倫斯基在訪談中指出星鏈（Starlink）與星盾（Starshield）速度仍受限制，範圍較窄，儘管川普曾表示服務已全速運行。烏克蘭總統辦公室消息人士則稱，相關速度限制已於上周六（24日）上午解除，系統現以超過每小時161公里（100英里）的速度運行，但尚不確定是否完全恢復先前狀態。川普表示若問題仍在，將與SpaceX負責人馬斯克（Elon Musk）溝通。盧比奧否認美國曾暫停或改變對烏情報分享；澤倫斯基則表示，彈道飛彈預警系統已恢復運作。
美國特使威特科夫（Steve Witkoff）日前先後與澤倫斯基及普丁會談。普丁表示，俄羅斯準備恢復三邊會談，討論和平協議最終形式下的安全安排。儘管外交努力持續，雙方仍互相發動大規模打擊。
